Autonomous Public Administration: the Modern Public Administration with Sociality

阐述公共管理从诞生之时起就应该背负起冲破国家及其政府过多的特权压迫,改进现阶段存在的诸多由权力滥用、管理越位、理念偏差而造成的管理低效、损伤民主、侵犯市民个人权益的现象的职责。公共管理不应该是所谓的国家政府主导下的宏观调控性的利益矛盾化解管理模式,而应该是体现市民意志的、反映社会大发展需要的、由全体社会构成元素的共同协作实现联动运转的一种管理模式。

Since the birth of public administration, it has been entrusted with responsibilities to breach the excessive oppression of the privileged of the country and government, and to improve the phenomena of deficient administration, democracy damage, infringement upon citizens’ rights and interests brought about by various right abuses, administration offside and concept deviation. Public administration should not be so called administrative model to eliminate interest contradictions in the macro-control led by government but one that embodies citizen wills, reflects the needs of social development, and is realized with joint collaboration of all social components.
