New development vision and climate change:An perspective of national determined contributions

党的十八大以来,以习近平同志为核心的党中央深刻总结国内外发展经验教训,开创性地提出了"创新、协调、绿色、开放、共享"的新发展理念。而在党的十九大报告中,"坚持新发展理念"则成为新时代坚持和发展中国特色社会主义基本方略的重要原则和组成部分。新发展理念强调的创新与绿色,与气候变化《巴黎协定》提出的国家自主贡献极为吻合。国家自主贡献极好地体现了新发展理念在全球应对气候变化的制度创新和全球绿色转型。未来,中国应适时考虑国家自主贡献所产生的挑战和影响,以创新和绿色的新发展理念为根本,积极参与和制定各项应对气候变化的制度安排。

Since the Eighteenth National Congress of the CPC,the CPC Central Committee,with Comrade Xi Jinping as its core,has profoundly summed up the development experience and lessons at home and abroad,and pioneered the new development vision of'innovation,coordination,green,open and sharing'. In the report of the Nineteenth National Congress of the Communist Party of China,adhering to the new development vision has become an important principle and component of adhering to and developing the basic strategy of socialism with Chinese characteristics in the new era. The new development vision emphasizes innovation and greenness,which is consistent with national determined contributions proposed by the Paris Agreement on Climate Change.National determined contributions reflects the new development vision in the global response to climate change system innovation and global green transformation. In the future,China should take into account the challenges and impacts of national determined contributions in a timely manner and actively participate in and formulate various institutional arrangements to deal with climate change based on the new development vision and green development.
