2002年8月底,一份有关基础电信运营公司接纳国内民营资本的报告递交到了政府相关部门。这份题目冗长的报告名为《国有电信公司海外上市的多元化资本募集对策》,提交者是国务院体改办研究所的一个课题组。不过,这一次他们扮演的不再只是评点江山的角色,而更像一个亲身参与的主角,不放过任何一个表达和争得支持的机会。在以往电信改革过程中屡有声音的该课题组组长史炜近来也频频露面。 真正的主角也许是被该课题组称为其“自愿实践者”的民盈电讯有限公司。在报告提出的方案中,“民营电信”这个泛指概念其实就是确指刻意与之谐音的“民盈电讯”。这家从名字上就刻上了自己出身的公司一直蓄意低调,两个多月前还籍籍无名。在收购世纪互联时崭露头角、不久前角逐收购亚洲环球电讯时一夜成名的民盈电讯,如今又想藉电信运营商上市之机酝酿一次大爆发,成为基础电信运营领域的吃螃蟹者——此前这个领域从未有民营成份涉足且政策远不明朗,并由此实现“鲤鱼跳龙门”的企业跃升式发展。 国内试图进入电信运营业的各种民营力量早已摩拳擦掌。但民盈电讯被报告提交者认为最有可能成事。这一步一旦走通,主打民营概念的民盈电讯先拔头筹,似可一举获得远大前程。 为什么是民盈电讯?这个号称“
