失独家庭扶助的定位及其可操作性

Position and Maneuverability of the Support for Loss-of-Single-Child Family

通过对全国17省失独家庭扶助政策文本中的经济扶助、养老保障、精神关怀与生育关怀等内容的分析发现:该政策在具体的实践中呈现出地区差异明显、可操作性差、内容不全面、扶助机制的社会化程度低以及扶助标准缺乏科学性与动态增长机制的缺陷。要解决好失独家庭这一日渐扩大的社会问题,应在明确失独家庭扶助政策定位的基础上,提高失独家庭扶助内容的可操作性与全面性,建立科学合理的失独家庭扶助标准,促进失独家庭社会化扶助机制的形成。因此,应加快"全面二胎"的生育政策落地执行,从根本上降低"失独"这一风险的发生概率。

The support policy for Loss-of-Single-Child Family is the important measure to the Loss-of-Single-Child Family avoiding and resolving the risk in economics, old-age protection, spiritual comfort, re-birth. By carding and comparing the support policy in economic support, old-age security, mental comfort, fertility assistance for Loss-ofSingle-Child Family of 17 provinces of China, we found that there are many defects were exposed in the process of the policy practice, such as, regional differences are obvious, operability is not strong, degree of socialization of the policy is poor, support standards lack of scientific and growth mechanism. In order to solve this expending social problem, make further effort in clarifying the positioning of the support policy, strengthening the practicality and operability of the support policy, improving the integrity and completeness of the policy contents for Loss-of-SingleChild Family, beyond that, promoting the format the social assistance system of Loss-of-Single-Child Family, and making a fully liberalization of two child policy as soon as possible are also necessary.
