A Study on Social Powers in the Development of Social Undertakings: Taking Suzhou for Instance

"社会事业"是兼具公益、准公益和营利的性质多元的系统概念,如何厘清政府、市场与社会在社会事业发展中的各自边界,不越界、不缺位,同时在事业产品与服务的提供过程中达成资源配置最佳、效益最高的合作关系,是社会事业改革与发展的关键。本文基于苏州市社会事业重点领域利用社会资本的现存问题及其成因分析,提出了社会力量参与社会事业改革与发展的政策思路和对策建议。

'Social undertaking'is defined as a multi-systematic concept, which has the property of public interest,quasi-public interest and profit making. Clarifying the boundaries of social undertakings between the government,market and society without being vacant or crossing the line, and at the same time, achieving the partnership of optimal allocation of resources and effectiveness in the provision of products and services are essential to the reformation and development of social undertakings. This paper offers corresponding suggestions and policy guidance on social powers in the reformation and development of social undertakings, based on the analysis of the underlying causes of the problems found in major fields of Suzhou social undertakings by means of social capital.
