League of Nations' Response to Jewish Refugees in Nazi Germany(1933-1937)

纳粹上台后实行渐进式的迫犹政策,大量犹太人外逃引发难民危机,国际联盟随后建立了与之没有隶属关系的专门处理德国犹太难民问题的机构。德国难民高级专员公署由于缺乏国联实质性的支持,援助难民的工作面临诸多困难,麦克唐纳辞职信首次引起对难民迁移直接原因的关注。在某种意义上,国联对德国犹太难民问题的处理可以视为另一种形式的"绥靖"。

After coming to power, the Nazi party practiced gradual Jew-baiting policy. The exodus of Jews initiated refugee crisis. The League of Nations reluctantly set up a Jewish refugee agency coming from Germany, but it was not attached to the League of Nations. The High Commission for Refugees coming from Germany faced many difficulties because of lack of substantial support from the League of Nations. The resignation letter of Mc Donald first raised concern about the immediate reason for refugee emigration, and had an important reference for other later refugee organizations. In a sense, the League of Nations dealing with German Jewish refugees may be regarded as another form of appeasement.
