金融改革与营商环境改革、政府管理方式改革的关系密切相关。金融业的改革开放是检验服务贸易开放程度的重要尺度。新一轮开放的重点领域是服务贸易领域。上海自贸区的金融改革具有特殊性,上海未来国际金融中心的建设和发展应该有一套行之有效的改革方案。应制定深化资本项目开放的具体举措,优化自由贸易账户管控机制,推进利率市场化改革。

Financial reform is closely related to the reforms of business environment and government administration. Financial reform and openness are important indexes to measure the opening level of service trade. The service trade is one of the important fields in the new reform. The financial reform in Shanghai Free Trade Area(FTA) has some peculiarities.The construction and development of the future Shanghai International Financial Center need a well-established program of reform. It's necessary to develop specific initiatives to promote the openness of capital accounts, optimize the control mechanism of free trade account, and promote the liberalization reform of interest rate.
