The Current Situation of Linguistic Human Rights of Ainu Ethnic Groupin Japan

阿伊努族作为日本的少数民族,其生存现状一直为世人所关注。随着近年来北海道地方政府大力开发阿伊努民族的旅游业,乍看之下,似乎阿伊努人的处境相较之前已有所好转。但同时严酷的事实也摆在人们的面前,阿伊努语的使用人口不断减少。面对严峻的现状,政府所采取的措施又显得单薄,而民间团体及个人的力量又过于分散,使得阿伊努语的传承与保护变得越来越困难。一方面,政府鼓励民众学习阿伊努语;另一方面,在基础教育阶段,阿伊努族并没有得到使用他们的母语——阿伊努语进行教学的权利。在这种矛盾的状态中,阿伊努语会走向何方?还有待进一步观察。

The status quo of Ainu Nationality as an ethnic minority in Japan is beneath the attention of the public.Under the exploitation of tourism by the local Hokkaido government,the living conditions of residents seem to have improved superficially.However,a severe fact is before the public that the language users are decreasing gradually.In the face of the serious conditions,the government has taken inadequate measures while the efforts of non-governmental organizations and individuals are trivial,making it difficult to preserve Ainu.On the one hand,the administrator encourages the residents to learn Ainu;on the other hand,children of Ainu minority are deprived of the right to use their mother tongue(Ainu)in the phase of elementary education.Under such conditions,the consequence of Ainu is still under observation.
