社区社会组织在社区治理中的作用

On the role of communities' social organizations in community governing

运用中国综合社会调查数据对我国城市社区居民的社区参与行为进行了逻辑斯蒂回归分析。结果显示:在我国城市社区治理实践中,居民参与呈现出"弱组织化参与"特征;社区社会组织在居民自治性参与及志愿性参与中所起的作用具有显著的差异;加入社区社会组织的居民更有可能参与志愿服务活动;水平型社区社会组织由于缺乏足够的公共性与动员能力,未能对居民参与社区治理起到显著的作用。据此认为,培育具有较强公共性的水平型社区社会组织,使其成为居民参与社区治理的有效渠道,是我国社区治理体制创新中的重点。

With CGGS data,this essay conducts a Logistic Regression to China’s community participation by Chinese urban residents. The results show: In the practice of urban community governance in China,residents’ participation is characterized by'weak organized participation';The roles of community social organizations in residents’ autonomous participation and voluntary participation are significantly different,and residents who join in community social organizations are more likely to participate in volunteer activities;Due to its lack of sufficient publicity and mobilization capacity,horizontal organizations fail to play a significant role in promoting residents’ participation in community governance. Accordingly,cultivating the horizontal community social organizations with strong publicity and providing effective channels for residents to participate in community governance,are the key points in the innovation of community governance system in China.
