新常态下中国地方政府治理的重心正在发生如下变化:政府治理价值取向从注重效率、投资驱动向追求公平、创新驱动转换;政府职能作用空间从重视城市向重视县域基层社会转移;政府职能内容从以经济职能为重心向以社会管理和公共服务职能为重心的转变;政府治理方式从管治型向民主法治型的转向。

The changes local governance core of China undergoing under the new normal are as follows:the value orientation of government governance changes from the emphasis to efficiency,and the investment driven to pursuit of fairness and innovation driven; and the space of government function transfers from paying attention to city to paying attention to county rural society; and the center of government function content shifts from economic functions to social management and public service functions; and the government governance mode changes from authoritarian to democratic management.
