环保型邻避冲突事件发生机理及成因——基于四川什邡事件的分析

Research on Occurrence Mechanism and Cause of Environmental NIMBY Conflict: Based on Analysis About Mass Disturbance Caused by Molybdenum Copper Project in Shifang County of Sichuan Province

目前,我国已经进入了社会转型发展的攻坚期,以环境保护为主要诉求的社会群体性事件频繁发生,其中,尤以公民因反对带有负外部效应的邻避设施的选址与建设而引发的邻避冲突问题最为严重。从事件发生的直接原因来看,邻避冲突是由邻避设施本身的负外部性衍生的成本收益分配不均衡、群众的从众性心理、全球环保意识的提升以及政治民主化的发展等因素相互作用的结果;从深层原因分析,政府决策机制不完善、社会信任缺失、发展理念有失偏颇等因素则导致了问题的愈演愈烈。

At present,our country has entered the crucial period of social transformation and development,the demands of environmental protection as the main social group incidents occurred frequently,especially the NIMBY conflict problem in civil as opposed to a negative external effect of NIMBY facilities location and construction is most serious. On the surface,NIMBY conflict was derived from adjacent effects from the facility itself negative externalities,such as the cost of income distribution was not balanced,and the conformity psychology,the global environmental protection consciousness of themasses of ascension,and the development of the political democratization factors,for example the result of the interaction. In the deep level,the government decision-making mechanism is not perfect,and they are lack of social credibility and the development concept of factor biased,which caused the kept growing of problem.
