论乡镇政府性债务的现状、成因及其化解对策——基于江西某市A区乡镇债务的实证研究

On Current Situation,Causes and Resolving Measures of Village and Township Government Debt: An Empirical Research Based on a Certain City of Section A in Jiangxi Province

乡镇债务问题直接影响到区域经济快速发展和社会稳定,体制性因素往往起着决定性作用。在对江西省某市实证调查的基础上,分析乡镇债务的现状及其成因,并提出解决措施:加大小城镇建设力度,培养财源,发展经济;合理配置乡镇政府的财权与事权,提高基层财政保障能力;进一步完善干部考核评价体系等。

Village and township debt problems have directly influenced the rapid development of regional economy and social stability. Systematic factors tend to play a decisive role during the course.Based on an empirical investigation of a certain city in Jiangxi Province,the thesis gave an analysis of village and township debt situation as well as factors. Finally,some effective solutions were offered:strengthening construction of big cities and small towns,cultivating sources of revenue and developing economy,rationally allocating the township government's financial powers and responsibilities and improving the ability of grass-roots financial security,and further perfecting the cadre evaluation system,etc.
