日益完善的信息技术已成为影响基层公共治理的关键力量。本研究聚焦以信息技术应用为核心的城市基层网格化管理实践,展示该过程中信息技术与治理参与者的互动,总结信息技术对城市基层公共治理结构的影响及其作用机制。研究发现,信息技术运用显著提升了行政效率,并强化了政府对城市社区的直接控制力。此外,信息技术具备高度可塑性和自我强化功能,对基层治理体系重构意义重大。它通过影响公共需求传递、处理方式,促进政府条块结构在基层的整合,重塑基层治理单位;同时,它增强了公众对基层政权提供的社会服务的依赖,给他们的公共参与方式带来改变。

The ever-improving information technology has become a key force affecting the grassroots level governance.This study focuses on urban grassroots grid management practices,which are mainly based on information technology.It demonstrates the interaction of information technology and governance participants,and summarizes the impact of information technology on the governance structure at the urban grassroots level.The paper found that the use of information technology significantly improved administrative efficiency and strengthened the government's direct control over urban communities.In addition,information technology enjoys high degree of plasticity and selfenhancement,which is of great significance for the reconstruction of grassroots governance systems.It can influences the transfer of public demand and promotes the integration of the government departments at the grassroots level.The grassroots governance units are emerging.It enhances the residents'reliance on social services provided by local governments and brings changes to their way of public participation.
