摘要
加入WTO,对我国冲击最大的是人才市场。国家应加快制定人才发展战略,按照国际惯例,通过政府管理制度、企业制度、法律制度、教育制度的创新,构建起符合中国国情的引才、留才和育才的人才资源新机制,以应对入世的挑战。
After her entry into WTO, the greatest impact China will suffer comes from talent markets. Under such circumstances, China should accelerate its speed in formulating the strategy for the development of specialized personnel. In accordance with international practice, we will establish a new system which is suitable for China's actual conditions through the mechanisms in governmental administration, enterprises' operation, law enforcement and school education.
