摘要
名义公共产品是指公共支出,公共支出对私人部门利益的提升才是实际公共产品。公共支出增加不一定导致私人部门利益提升。公共支出效益由公共部门获得,导致公共部门的人均收入高于私人部门。部门的报酬差异导致对公共部门的过度进入。进入的本质是分享公共部门的利益空间。另一方面,对公共部门的进入也存在着制约的因素。公共部门的相对报酬刺激进入规模扩大,进入规模扩大又使得相对报酬趋于降低。相互对立的力量决定了公共部门的进入规模,同时决定了公共部门和私人部门的边界。
The nominal public product is referred to public expense,while public expense is a practical public product only when it promotes the interests of private department.The increase of public expense is not sure to lead to the promotion of the private de- partment interests.The benefit of public expense is acquired by public department and thus,the per capi- ta income of public department is higher than that of private department.The reward difference between two department leads to the excessive access to public department.The essence of access is sharing the in- terests space of public department.On the other hand,there are stricted factors of accessing to public department.The relative reward of public department stimulates the expanding scale of access,which leads to reducing tendency of relative reward again.The opposite force decides the accessing scale of public de- partment,and it decides the boundary between public department and private department at the same time.
