资源枯竭型城市产业转型研究

Research on Industrial Transformation of Resources-Exhausted Cities in China

资源枯竭型城市面临资源枯竭和体制转轨的双重困境,经济危机和社会动荡并存,必须进行产业转型。本文研究了资源枯竭型城市产业转型的基本方式、具体途径、执行主体、运行机制和转型成本等问题,构建了资源枯竭型城市产业转型的基本框架,指出政府应该建立资源开发补偿、衰退产业援助和替代产业扶持三个机制,作为推动资源枯竭型城市产业转型的主要动力机制。在此基础上,重点研究了支撑资源枯竭型城市产业转型的财政政策,以实现三个机制协同运转,推进资源枯竭型城市产业转型。

Resources-exhausted cities are faced with resources exhausted and institution reform,bring down on economy crisis and society turbulence,so industry transformation is the inevitable choice for all resource-exhausted cities.This paper analyzes basic modes,material approachs,executant,and cost on industry transformation of resources-exhausted cities, then advices the government should constitute three mechanisms,namely resource exploitation compensation, declined industry assistance and substitute industry support mechanism,in order to facilitate industry transformation of resource-exhausted rifles.Finally,this paper analyzes finance policies to support industry transformation,so that these mechanisms cooperate with each other.
