经营城市基础设施建设项目的理性思考

城市基础设施建设项目依据项目区分理论,可分为非经营性项目、准经营性项目和经营性项目三类,三者经营的目的、途径和方法都不一样。国内外经营城市基础设施建设项目的案例给我们的启示是:转变观念和转变政府职能,规范完善政府投资体制,强化政府投资决策的责任约束,建立健全全社会投资体制,用法律手段规范投资行为的投资管理。

According to the theory of item distinction, the construction items can be devided into three types: nonoperational items, quasi-operational items and operational items. They are different in operating aim, operating way and operating method.Domestic and foreign experiences in operating the construction items of municipal infrastructure tell us that it will be necessary to change our ideas and change government's functions, standardize and perfect the system of government investment, strengthen the binding of the government's responsibility in investment decision, set up and perfect a kind of system that investment can be done by the whole society, and standardize investment management to investment behavior by legal means.
