The thesis deals with the policy of “tuition free plus grant from people” mainly on its making, enforcement, function and influence .It holds the view that, established and enforced under specific historic circumstances, the policy had led to some problems and was therefore replaced by the policy of “charge plus financial aid” as society evolved and higher education underwent reforms. Its influence, however, has not disappeared. Its keynote to aid poor students financially is still worth preaching and practicing.
