摘要
高等学校分配制度改革是当前高等学校管理制度改革的重点之一。本文在对分配方式的基本类型和高等学校教师劳动的特点进行系统分析的基础上 ,指出高等学校的分配制度不适于采用类似计件工资的形式 ,而适合采用类似锦标制度的形式 ,实行竞争性的岗位工资津贴。同时 ,应当提高高等学校教职工工资 ,使其高于市场平均工资水平 ,并且高等学校内教学人员的收入水平应该高于行政人员。
The reform of the allowance distribution system is one of the focal points about the reform of the management system at higher institutions now. After analyzing the basic types of distribution pattern and characteristics of teachers’labor, this article points out that a competitive post-allowance system similar to the title-system is adaptable at higher learning institutions, but not in the form of piece rate. Meanwhile, teachers’ salaries level should be raised and teachers should have slightly higher salaries than administrative staff at higher learning institutions.
