Analysis on Technological Innovation Risk

技术创新及其风险是当下人类发展过程中的重要问题。人们既希望通过技术创新降低甚至避免自然和社会风险,也将技术创新看作改善人类生活条件、提高人类能力的主要途径之一。技术创新过程长久伴随着不可预知的风险。虽然学者们提出将责任和道德嵌入技术设计过程中,试图通过增加利益相关者的价值理性将技术风险消解在设计阶段,但是技术风险并不会因此消除,而技术创新是一种将组织、道德的风险转移到技术活动中的行为过程。

Technological innovation and its risk are important issues in the current development of human beings. People hope to not only reduce or even avoid natural and social risks through technological innovation,but also regard technological innovation as one of the main ways to improve human living conditions and enhance human capabilities. The process of technological innovation has long been associated with unpredictable risks. Although scholars have proposed to embed responsibility and ethics in the process of technical design,and trying to eliminate the technical risks in the design stage by adding value rationality to stakeholders,the technical risks do not eliminate,and technological innovation is a behavioral process that diverts organizational and ethical risks to technical activities.
