制度环境异质性对政府研发资助政策绩效的调节效应——以创新基金为例

Moderation Effect of Institutional Environment Heterogeneity on Government R&D Support: Evidence From Innofund

构建了制度环境视角下政府研发资助政策的分析框架,以2005~2010年北京、江苏和江西三个地区的科技型中小企业技术创新基金的项目申请企业和政策绩效为研究对象,采用能够较好地反映变量间因果关系的间断点回归设计方法,对创新基金的整体绩效以及各地区制度环境的调节作用进行了深入剖析。实证检验结果表明,以创新基金为代表的政府研发资助政策整体上对受助企业后续创新绩效和融资绩效的增长有显著的促进作用;不同地区的制度环境对创新基金的政策效果存在调节作用,即制度环境越发达的地区,创新基金的政策效果越好。

Our research constructs the analytical framework of government R&D funding policy from the institutional environment perspective.Our research takes small and medium-sized sci-tech enterprises that applying for the technology innovation funds and their policy performances as study objects,the enterprises being from Beijing,Jiangsu and Jiangxi provinces during 2005~2010.Our research adopts discontinuous point regression design method that can better reflect the causality among variables.Our research does in-depth analysis of the overall performance of innovation fund and the regulating roles of institutional environments of many regions.The empirical test results show that wholly government R&D funding policy represented by innovation fund has significant promoting effect on the growth of subsidiary enterprises’follow-up innovation performances and financing performances.Institutional environments in different regions have moderating effects on the policy effects of innovation fund.That is,the more developed a region is,the better is the policy effects of innovation fund.
