摘要
当前,我国各级政府都在不同程度地开展了社会物流系统规划的实践和探索,由此引发的问题是如何评估这种社会干预计划的内容、设计、执行和效果。文章以绩效管理作为理论和方法基础,回顾国内外政府对社会物流系统的规制策略,提出满足社会物流系统规划要求的、与战略目标、效果对应的绩效评价指标,作为分配经济资源和政策资源的根据和公共管理部门绩效管理的考核依据。
Currently all levels of governments in China are exploring the external logistics system. It emerges in question that how to e-valuate the content, design, implementation and effect of intervention scheme. Based on performance management as theory and method, regulation policies of domestic and overseas governments are reviewed in this paper. Performance indicators, which are corresponding to strategy goal and outcome, are put forward to satisfy the requirement of external logistics system planning. It can also be regarded as assessment rules for public management sector to allot economic and policy resource.
