在城市总体规划实效性渐弱的今天,概念规划、近期规划与政策规划开始成为城市规划实践领域的特效药。但是,由于外来规划思想的不完全本土化,这些规划理论在取得实施成效的同时,也存在一定的片面性和误区。为此,本文通过对西方发达国家城市规划体系发展过程的分析研究,建议遵循城市规划体系自身发展的内在规律,在当前中国建立集战略研究、政策引导、物质环境设计与开发行动于一体的复合型总体规划体系。

According to the inefficiency of present urban comprehensive planning, some new planning models, such as concept planning, immediate planning and policy planning, were operated on in the field of urban planning recently. However, owing to the partly localization of these outside approaches, there were some theoretical misunderstandings and fractions as well as practical implications by using these approaches. On analysis of the developing system of western urban planning, Hybrid Comprehensive Planning System ( HCPS), as a integrated model of strategy researching, policy guiding, physical design and development acting, is put forward
