The Modulating Mechanisms for Regional Coordination in China Urban Agglomeration Region: Visions and Proposals for the PRD Region

首先从理论和现实两方面阐述了区域协调问题的成因,并分析了当前我国区域协调机制的运行方式和特点,指出缺乏常设的具有权威性的区域协调机构以及相关的法律、资源等保障措施是区域协调不力的重要原因,最后提出了珠三角区域协调机构的构建设想和多种调控手段。

The causes of regional coordination issues are examined from both theoretical and empirical perspectives, and the modes and characteristics of the existing mechanisms for regional coordination in China are analyzed. It is argued that the lack of standing authorities for regional coordination and the deficiency of enforcement mechanisms, such as related legal systems and necessary resources, are the crucial factors leading to the ineffectiveness of regional coordination. Lastly, the establishment of an institutional framework for regional coordination is proposed and some modulating measures are recommended.
