美国的区划从产生到现在 ,已经历了近 10 0年的时间。区划以“保障公众的健康、安全和福利”为出发点 ,但随着区划的发展 ,在部分城市或地区 ,却沦落为某些集团甚至地方政府保障自身利益、排斥低收入者的工具。该文介绍了美国区划产生与发展的历程及区划体系的组成 ,并分析了区划在实施过程中所遇到的种种问题。

This paper begins with an overview of the history of the zoning,and then it describes the framework of zoning formulation,administrative procedure,and rezoning. The following part analyzes the problems generated by stringent zoning control such as exacerbating social segregation,slowing urban economic development and accelerating inner city dilapidation. It concludes with some suggestions for the Site Development Control System of China.
