摘要
在阐述了我国高科技园区发展规模偏大和空间效益低下的现状后,从园区的科研核心能力、开发制度、产业发展方向等角度分析了这些情况产生的原因和对策;立足于国际高科技园区的实践和我国高新区的经验数据,指出应根据不同的高科技产业结构特点制定一系列高新区开发规模标准的建议,并提出'企业用地经济指标'和'企业有效用地指标'两个概念,在园区土地批租时为园区土地管理者提供量化依据,同时为高科技园区的土地利用结构优化提供借鉴。
Based on the analysis about the development problems of the Hi-tech park in China,over-large scale and low spatial efficiency mainly,the paper focuses on the discussion of the original causes and then some resolutions from the views of core research ability, development criteria and industry growth direction. According to the experience of international hi-tech park, as well as the domestic data,some suggestions on development scale standards are provided due to different industrial characters, based on which two concepts are consequently formed, 'standard of enterprise economical land use' and 'standard of enterprise efficient land use'.
