江苏省台资企业创新发展的路径探索——基于供给侧改革、“一带一路”、产业升级的多重视角

Path Choice of Innovative Development of Taiwan-funded Enterprises in Jiangsu Province——Based on the Multiple Perspectives of Supply Side Reform, "One Belt and One Road", and Industrial Upgrading

江苏省台资企业以加工出口为主要经营模式,是区域经济发展的一支重要力量,也是产业重要组成部分。但在国际市场疲软、生产原料成本上升、劳动力成本提高、环保要求日趋严格的大背景下,台资企业利润空间不断压缩,面临较大的发展压力。该文通过实地调研,考察了江苏部分台资企业的最新发展情况,结合供给侧改革和"一带一路"倡议,梳理了转型升级的主要问题,认为当前江苏台企创新发展应强化技术溢出效应,最现实的路径是最大化两岸经济合则两利的外部正效应;同时提出政府应突出规划引导、强化宣传服务、创新融资支持,通过提供更规范、更专业、更重实效的服务,为台企创新发展提供政策保障。

Under the background of capital seeking profits, it will not change the market trend of Cross-strait economic cooperation no matter who is in power in Taiwan. Taiwan funded enterprises in Jiangsu take processing and exporting as their main business mode, which is an important force in regional economic development and an important component of industry. However, Taiwan Funded Enterprises in Jiangsu are facing greater development pressure because of weaken international market, rising cost of raw materials, higher labor cost and stricter environmental protection requirements. This article combined with the main problems of transformation and upgrading are discussed that the technological spillover effect should be strengthened in the innovation and development of Jiangsu’s Taiwan enterprises.The most realistic way is to maximize the benefits of cross-strait economic cooperatione, and the government should give prominence to planning guidance, strengthen publicity services, innovative financing support, and provide policy guarantee for innovative development by providing more standardized, professional and more effective services.
