《国务院关于坚持农业农村优先发展做好'三农'工作的若干意见》中明确指出,近几年来是全面建成小康社会的决胜期,'三农'领域有不少必须完成的硬任务,而新型职业农民培训则是做好三农工作的关键。创业能力培训要根据对象调整培训内容与培训方式,尤其是垦区新型职业农民培训的对象又不同于农村,因此在培训中要充分了解垦区新型职业农民的基本素质、特征及创业类型,对于进一步有的放矢地制定创业培训计划、实施培训、提高培训质量有着深远的影响。
