摘要
人才是经济社会发展的第一资源。近年来,中国多个新一线城市全面入局人才争夺战,政策力度之大前所未有。在支持部分一线城市建设国家中心城市的背景下,郑州在着力发展枢纽经济,提升科技创新能力,增强经济综合实力的同时,努力建设具有创新活力、人文魅力、生态智慧、开放包容的国家中心城市。如何在人才争夺中强占先机,如何提高郑州市人才保留率和引进率,是解决郑州市经济发展问题的关键性壁垒。该文通过问卷调查,分析政策导向和学子实际所需的现实差异问题,结合现状并提出改进建议。
Talent is the first resource for economic and social development.In recent years,a number of new firsttier cities in China have entered the competition for talents in an unprecedented degree of policy intensity.In the context of supporting some first-tier cities to be national central cities,Zhengzhou strives to build a national central city with innovation vitality,humanistic charm,ecological wisdom,openness and inclusiveness while focusing on developing the hub economy,enhancing scientific and technological innovation capacity and enhancing comprehensive economic strength.How to seize the opportunity in the talent competition,how to improve the talent retention rate and the rate of introduction is the key barrier to solve the problem of Zhengzhou’s economic development.On the basis of the existing employment policies in Zhengzhou,this thesis abandoned the traditional research on the implementation of macro employment theory and micro employment policies.Instead,Guided by the actual fit between the two,the thesis analyzed the practical differences between policy orientation and students’actual needs through questionnaire survey,and put forward suggestions for improvement based on the current situation.
