Main Obstacles and Countermeasures of Free Flow in Urban-rural Economic Factors in China

经济要素自由流动直接影响着统筹城乡和城乡一体化发展进程,我国城乡之间经济要素流动的主要障碍有城市对农村的垄断型超额收益吸引农村基础性经济要素过度流向城市,农村经济的产业低效化、弱质化制约城市现代化产业要素流入农村或农业,歧视性的居民权益制度阻碍了城乡之间经济要素的有序流动等方面。该文以此为基础,提出了相应的政策建议。

Free flow of economic factors directly affects the urban and rural areas and urban-rural integration process.The main obstacles to economic flows between urban and rural areas in China include that urban to rural monopoly excess profits attract rural basic factor excessive migration to urban areas,the rural economy industrial low efficiency restricts the city modernization industry essential factor to flow in the countryside or the agriculture,the prejudice inhabitant rights and interests system has hindered free flow of economic factors between the urban and rural areas and so on.Based on the obstacles,it put forward the relevant policy suggestions.
