Public Participation Under the Social Management Innovation Background—Take the Hearing as An Example

公众参与是社会管理创新的一种重要形式,而听证又是公众参与的典型形式。听证对于落实公民权利、实现善治等有重大意义。听证已广泛存在我国立法、行政、司法和重大决策等领域,呈现繁荣景象,但另一方面,它又陷入了遭受质疑的尴尬境地。因此,深入分析听证存在问题的原因,提出可行性对策,无疑具有现实意义。

The public participation is one important form on the social management innovation,while the hearing is one typical form of public participation.The hearing has great significance on carring out the rights of citizens,realizing good governs and so on.Hearings present the prosperous scene and have widely been existing in the fields of legislate,administration,judicature,major decision and so on;but on the other hand,it suffered the question and fell into the embarrassment.Therefore,analyse the problem and the reason of the hearing thoroughly,proposing the feasible countermeasure,which without doubt has the practical significance.
