国有企业与区域创新效率——基于外部性的分析视角

State-owned Enterprises and Regional Innovation Efficiency——From the Externality Perspective

本文从区域视角考察国有企业形成的外部性对区域创新效率的影响。研究发现,国有企业有利于提升区域创新效率。国有企业承担更多的社会责任并面临着相对软的预算约束,需要和可以承担不确定程度更高、外部性更大的创新活动,并通过外部性传导机制对区域创新效率发挥正向促进作用。本文的结论不仅为我国不同区域创新效率差异提供了一种新的解释,而且为更全面地评价国有企业在我国创新中的作用提供了证据。

This paper examines the contribution of state-owned enterprises(SOEs) on regional innovation efficiency in China by considering the innovation externalities of SOEs.The study finds that the SOEs could help enhance regional innovation efficiency.Compared to the non-SOEs,SOEs are expected to take more social responsibility and face relatively soft budget constraints,which enable SOEs be willing and able to undertake innovation with relative higher uncertainty and externality,and further promote the regional innovation efficiency through such innovations efforts.The explanation on mechanism could be supported by empirical tests and case study.This study could help explain the regional heterogeneity of innovation efficiency as well as deepen the understanding of innovation contribution of SOEs.
