西藏欠发达地区科学技术发展的战略思考

Strategic Thinking on the Development of Science and Technology in Under-developed Regions of Tibet

科技扶贫是西藏地区脱贫攻坚战中的重要组成部分,科学技术的发展和进步是西藏自治区经济社会发展过程中不可或缺的动力。概述了西藏地区目前的科技发展现状,指出良好的科学技术发展环境尚未形成、科技投入不足且投入渠道单一、全民科学素质普遍较低、科技人才匮乏、高层次人才流失严重、企业市场竞争的主体地位和技术创新的主体地位尚未确定、恶劣的自然环境等成为西藏地区科学技术发展面临的主要问题,并针对这些问题,从深化改革转变政府工作职能、优化科学传播模式、着力发展区域性特色科技产业、引导鼓励高校、科研单位与企业深度合作等战略层面提出切实可行的对策建议。

Poverty alleviation through science and technology is an important part of the struggle against poverty in Tibet,as well as the development and advancement of science and technology is an indispensable power for the development of economic and social development in Tibet autonomous region.This paper summarizes the current situation of scientific and technological development in Tibet.It pointed out that there were problems in Tibet,such as the favorable environment of scientific and technological development has not been formed,there is a shortage of technology in the region,a single investment channels,low scientific quality of that whole people,a shortage of scientific and technological talent in the whole people,high level talented person appeared seriously drained,the subject status of the enterprise competition in the market and technology innovation main body status has not yet been determined and the bad natural environment and so on.As for these issues,this paper puts forward feasible countermeasures and suggestions from the following aspects,such as,working from deepening reforming the transformation government function,optimizing the science of transmission,focusing on developing science and technology industries with regional characteristics and guiding encourage colleges and universities,scientific research units and enterprises in-depth cooperation.
