网约车新政的反竞争效应与公平竞争审查

The Anti-competition Effect and Fair Competition Review of the New Policy of Online Car-hailing

摘要 本文对北京、上海及15个副省级城市出台的网约车新政的反竞争效应进行研究,发现各城市的网约车新政不同程度地针对网约车车辆、司机等设置了不合理的准入条件,限制了市场进入和要素自由流动。新政实施使网约车供给减少,提高了出行成本,损害了乘客利益,不利于网约车行业健康发展。建议政策制定部门或国家市场监督管理总局对各城市的网约车新政进行公平竞争审查,消除新政的负面效应。 This paper studies the anti-competitive effect of the New Policy of Online Car-hailing in Beijing,Shanghai and 15 sub-provincial cities,and finds that the new policy in each city has set unreasonable access conditions for online car-hailing vehicles and drivers to different degrees,limiting market access and free flow of factors.The implementation of the new policy will result in the reduction of online car-hailing supply and the increase of travel costs,which will harm the interests of consumers and is not conducive to the healthy development of the online car-hailing industry.It is suggested that the policy-making departments or the State Administration for Market Regulation should conduct a fair competition review on the New Policy of Online Car-hailing in various cities,eliminate the adverse effects of the new policies.
