Government Reform in Economic Transformation

向市场经济转轨过程中,中国政府一直扮演双重角色:一是改革的动力,另一是改革的阻力。这种悖论或“两难”特征,凸现了中国经济改革的艰难与繁复。社会主义制度下的中国经济体制改革,必须高度关注由于政府扮演制度变迁主体所引起的进程停滞与体制复归。作者针对传统体制下经济运行某些弊端的重新显现,对当前经济改革的若干重要问题提出了理论主张。

Chinese government in thetransformation is playing the double cast: source of dynamism for reform andbarrier to this reform. This paradox or dilemma illustrates the complexityor difficulties in Chinese economic reform. Hence in Chinese economic reform,attention must be paid to slowing down of the reform process or even resto-ration of the traditional systems, as a result of the change of roles on thepart of the government. The author analyzes the reason of some of theresurfaced planned economy problems in current economic reform process.
