To Improve Research Efficiency Based on Honesty

科研诚信是科学研究的底线,是创新环境的红线。没有诚信,科研无效率可谈,再多的财政投入都是罔然。本文通过对当前我国科研诚信建设存在的问题及背后成因进行深入分析,从建设诚信环境、保证科学共同体独立性、明确各主体责任、完善配套措施和推进科研评价改革等五个方面提出了推进科研诚信建设的对策建议,以期为提升我国科研效率提供依据。

Scientific research integrity is the bottom line of scientific research and the red line of the innovation environment.Without integrity,scientific research is inefficient,and more fiscal investment is in vain.This paper makes an in-depth analysis of the causes behind the problems existing in China's scientific research integrity construction,and promotes scientific research from five aspects:building a credible environment,ensuring the independence of the scientific community,clarifying the responsibilities of various entities,improving supporting measures,and promoting scientific research evaluation reform.It makes countermeasures and suggestions on the construction of integrity to provide a basis for improving the efficiency of scientific research in China.
