财政涉企专项资金统筹整合的实践探索

Practical Exploration in the Practice in the Coordination and Integration of Enterprise-related Fiscal Funds

推进财政资金统筹使用,把"零钱"化为"整钱",增加资金有效供给,是创新宏观调控方式的重要内容,也是用足用活积极财政政策的关键举措。本文结合江苏省常州市财政涉企专项资金统筹整合的实践做法,指出当前涉企专项资金统筹整合过程中存在的难点在于统筹整合缺乏整体规划,资金来源渠道多协调难度大,建议加强顶层设计,探索研究"大专项+任务清单"管理模式;逐步提高有偿使用比例,提升资金统筹使用效率;促进市区产业政策联动,构建协同有序政策格局;建立与整合相适应的绩效评价制度,提升资金整合使用效益;加强统筹整合资金监管,确保资金规范安全使用。

Promoting the coordinated use of fiscal funds and integrating the"miscellaneous fund"to a"big fund"to increase its effective supply is an important part of innovative macro-control modes,and also a critical measure for taking full advantage of positive fiscal policies.This thesis reviews the practice of the coordination and integration of enterprise-related fiscal funds in Chongzhou city,explains that the difficulties in current integration resulting from the lack of overall plan and multi-channel sources of funds.It is recommended to strengthen the top-level design to explore the management model of"large special fund+assignment list",gradually increase the proportion of non-free use to improve the efficiency of integrated fund,promote the linkage of industrial policies in urban area to build a coordinated and orderly policy structure,establish a performance evaluation system that facilitates the fund integration to improve its effectiveness,and strengthen the overall supervision of funds to ensure their safe and regulated use.
