The U.S.Foreign Investment Risk ReviewModernization Act(FIRRMA)with its pilot programhas significantly expanded the reviewscope of the Committee on Foreign Investment in the United States(CFIUS),modernizing and tightening its review of foreign investment in the United States.Particularly,the inclusion of the clause concerning the"discrimination against China"has created significantly negative impacts on Chinese companies'investment in the United States.This paper analyzes FIRRMA's reform of CFIUS in terms of personnel,capital,process and technology.It is held that the bill will expose the global investment in the United States to greater risks of economic loss.In this context,it is proposed that attention should be paid to the spillover effects of the bill and its rules,that national economic security should be comprehensively strengthened and relevant legislative processes should be accelerated.
