Suggestions on Policies to Promote Power Demand Side Management in China

纵论实施电力需求侧管理(DSM)的必要性。针对我国实施DSM的主要障碍,提出确立电网公司为DSM实施主体,建立DSM公益计划基金,建立合理的电价结构体系,建立直属国务院的权威管理机构等政策建议。

The necessity of promoting power demand side management in China is discussed in this paper. And Suggestions are proposed to overcome the main obstacles in promoting DSM, such as viewing power utilities as the main bodies of DSM implementation, establishing the DSM commonweal planning fund, building fair power price structural system, establishing an authoritative management bureau directly belonged to the State Department.
