课题查新结论与立项决策

Conclusions of literature evaluation for application of scientific and technological project and decision-making for approving the project

查新工作的目的是在文献检索的基础上 ,为科研立题、成果评审等科技活动的评价提供科学依据。对于课题查新结论 ,许多科技人员甚至一些科研管理人员至今仍存在一些片面或错误的观点。查新结论“已有报道”或“未见报道”不能作为科研课题立项的直接依据 ,更不能作为惟一依据。分析了查新结论“未见报道”或“已有报道”的几种可能情况 ,讨论了查新结论与立项决策的关系。

The aim of literature evaluation for application of scientific and technological achievements is to provide scientific bases for the assessmemt of a medical project or approvement of an achievement based on literature retrieval. But there are some lopsided or wrong viewpoints on the conclusions of literature evaluation among some medical researchers and managers. That 'there have been similar reports or no similar reports' in the conclusion can't be considered as a direct and the only basis for approving a project. Some possible cases in the conclusions are analyzed. And the relationship between the conclusion and decision-making is discussed.
