温州市海洋资源可持续利用对策研究

On the sustainable utilization strategy of marine resources of Wenzhou.

在对温州市海洋资源开发现状分析的基础上 ,提出了海洋资源可持续利用的原则 .海洋资源的开发利用依赖于海洋产业的发展 ,据此从海洋产业发展的角度出发提出针对温州海洋资源的可持续利用策略 .同时 ,由于海洋资源具有明显的地域性 ,因此尚须从分区角度研究海洋资源可持续利用 ,并提出温州海洋资源开发利用应按 6个区分别进行开发和管制 .最后 ,提出了实现海洋资源可持续利用的保障措施 .

With the analysis of exploitation situation of marine resources of Wenzhou, the following development principles were put forward: (1)resource benefit, economic benefit, social benefit and ecological benefit should be considered as a whole; (2)integrated development and focus on preponderant resource; (3)making overall plans and take all factors into consideration. The utilization of marine resources depends on marine industries. Thus, to ensure the sustainable utilization of marine resources, much attention should be paid to strategy of marine industries. As to Wenzhou, six kinds of marine industries, including beachfront industries, shipping, fishing, innings, marine tour and petroleum mining, should be taken into account. On account of regional feature of marine resources, the sustainable utilization of marine resources should be analyzed in a viewpoint of zoning. As in the case of Wenzhou, six subareas should be used and regulated differently. Finally, a series of measures were put forward.
