This paper introduces a development approach of the practical dynamic web site stepping the operating system platform. The concrete method is using PHP's language to work out webpages, and storing web site structural parameter and web site data in Oracle data base, adjusting and renewing web site structural parameter and web site data with the browser to realize that the web site are managed and upgraded. The system after the development is suitable for windows and unix operating system platforms.
