摘要
在世界经济一体化和知识经济背景下 ,区位要素、交通条件、资源特征等传统要素在经济合作中仍然发挥作用 ,投资效益、行政环境、技术对接条件等新要素正发挥着越来越大的作用。在研究策划区域经济发展时 ,应借鉴国际经验 ,优化行政环境 ,吸引国际金融机构 ,建立专家咨询机制 。
The thesis is based on the research on the new leading factors that influence the area economy technology cooperation, the new obstructive factors of economy technology cooperate between Russia and Heilongjiang will be analyzed.
