关于村民自治若干问题的法律思考

A Legal Thinking on Villagers' Self-government

村民自治是农村村民依法自主地管理本村经济和社会事务的基层民主制度 ,它是伴随着我国农村经济改革进程而出现的村民自治管理模式 ,也是农村经济和社会发展的必然结果。经过 2 0多年的村民自治实践 ,这一基层民主制度逐步趋于完善。由于诸种因素的存在 ,影响和制约村民自治的发展。文章就村民自治的实践及内容加以探讨 ,并对影响和制约村民自治发展的若干因素加以分析 ,并提出一些完善村民自治的对策和建议。

Villagers' self government, an inevitable result and a model for villagers' self management coming into being with the reforms and economic and social development in rural areas, is a democratic system at the basic level in China's countryside, with which the villagers manage their own economic and social affairs. After 20 years of practices, this system is tending towards perfection. But there are also some disadvantageous factors restricting the system's function. This paper requires into the practice and contents of this system, analyses unfavorable factors, and puts forward some suggestions and measures for the improvement of the system of villagers' self government.
