文从对法律与道德比较的理论辨析入手,阐述依法治国与以德治国的各自重要意义,联系中央提出的“依法治国,建设社会主义法治国家”和“公民道德建设实施纲要”,深入分析二者务必紧密结合才能标本兼治,共同促进我国各项事业的发展和国家的长治久安。

This article starts from the theoretical analysis of the difference between the law and the moral. It clarifies the importance of administering country through law and through moral. It also points out that only the fine combination of law and morality could the country be governed well,which integrats the words “Administering coutry through law, developing a socialist country ruling by law”and“Outlines of moral development of citizens'.
