论中国西部开发与东部同步发展战略

On the grand strategy for the exploitation of China's westin synchronism with the development of China's east

从宏观经济看 ,中国东部的发展为西部发展提供了动力、实力 ,而西部开发也有利于宏观经济的启动 ,有利于充分利用加入WTO的机会。所以西部开发应取与东部同步发展的战略构思 ,创设转移支付、新改革开放政策、中央投入、东西部联合治理等东西部同步发展的政策。

Proceeding from macroeconomics,this paper makes an analysis of the relationship between the exploitation of Chinas west and the development of Chinas east,then goes on to put forward the strategic conception of synchronizing the two,with measures proposed for its implementation,including payment transfer,a new set of policies for reform and opening up,input from the central government,and joint administration of Chinas west and Chinas east,etc.
