自然与社会都是人才发展环境研究的两大侧面 ,人才发展的环境因素 ,是人才成长可持续发展战略内容的重要组成部分 ,在全球可持续发展中 ,人是最活跃 ,最积极的因素 ,实现人才发展的良性循环 ,就必须营造有利于人才崛起的主观环境、社会环境和决策环境。
The nature and the society are two sides of environmental study of the qualified personnel development.The environmental factor is important component on sustainable development strategy of the qualified personnel growth.In the grobal sustainable development,person is the best active and positive factor.For bringing about a good circle,it is imperative to construct the subjective environment,social environment and policy_making environment which is advantageous to the rising of the qualified personnel.
