ON THE OUALITY CONTROL OF SCIENTIFIC AND TECHNOLOGICAL LITERATURE

现行科技文献的质量控制是通过建立在科学道德基础上地自我约束和同行评议机制上来运行的。科学竞争的压力，科学评价方法学体系的缺陷，现行激励政策的某些弊病导致了伪劣科技文献产品的产生，造成科技文献源的污染。文献质量控制是一项社会系统工程，本文探讨完善科技文献质量控制的途径。

The quality control of scientific and technological literature is based on the mechanism of science morality and peer review,The pressure of science co-mpetition,the defects of methodological system of academic evaluation and malpractice of inspiriting policies have brought about forgery and inferiority in science production,which causes the pollution of science literature resources.The quality control of scientific and technological literature is a social syst-em engineering. The approaches to perfecting the literature controlling mec-hanism are discussed here in this paper.
