Reforming the System of Expropriation of the Land Restituting the Profit to Peasants

城市建设,经济发展,都要用地,而从集体手中取得土地用于建设的唯一途径就是征用。保护农民利益,改革现行征地制度,已经成为关系我国社会稳定和经济持续增长的重大课题。本文分析了我国现行征地制度的弊端,最后提出了改革现行征地制度,还利于民的改革措施:规范征地范围;合理制定征地补偿费用标准;统一征地,先征后供;阳光征地。

Cities' consfruction and ecconomic development all need land.But expropriation is the only way to get the land of construction from the collectivity.to protect peasants' profit and to reform the system of expropriation of the land have been turned into important prob-lems,which is related to the country's stabilization and persistent increase of economy.The article analyzes the abuse of the country's expropriation land system.Finally it puts forward the reform measures of reforming the system of expropration of the land restituting the profit to peasants,which are standardizing the scope of expropriation of the land,reasonably constitut-ing the expropriation compensation standard,consdidating expropriation of the land,first ex-propriation then supplying,expropriation democratic of the land.
