One of the important characteristics of Jiang Zeming's theory on democracy and legality lies in its regarding the rural grassroot units' democracy and legality as a basic part of the building of socialist demorcracy and legal system.In many of his talks and writings on the building of rural grassroot units' democracy and legality,Jiang Zeming demonstrates clearly his main ideas about its establishment,which takes the building of regulations and systems as the foundation,the building of the Party organization as the core and the cultivation of democracy and legal sense as the cultivation of democracy and legal sense as the spiritual support.With a good coordination in these three aspects ,a systematized rural grassroot units' democracy and legal system will be achieved.
